CIVIL WAR IN THE EMPIRE
After the death of Gratian in 383, Theodosius's interest focused on the Roman Empire since the usurper Magnus Maximus had taken all the provinces of the West except Italy. The self-proclaimed threat was hostile to the interests of Theodosius, since the reigning emperor Valentinian II, enemy of Maximus, was his ally. Theodosius, however, was unable to do much with Max because of his still inadequate military capability and was forced to keep their attention on local issues. However, when Max began the invasion of Italy in 387, Theodosius was forced to take action. The armies of Theodosius and Maximus met in 388 Poetovio and Maximus was defeated. On 28 August 388 Maximus was executed.
Problems arose again, after Valentinian found hanged in his room. The magister militum Arbogast attributed it to a suicide. Arbogast, unable to assume the role of Emperor, chose Flavio Eugene, formerly a teacher of rhetoric. Eugene began a program of restoration of pagan faith, and sought, in vain, Theodosius recognition. In January 393, Theodosius gave his son Honorius the full rank of Augustus of the West, citing the lack of legitimacy of Eugene.
Theodosius campaigned against Eugene. The two armies met at the Battle of the Frigid in September 394. The battle began on September 5 of 394 with full frontal assault by the forces of Theodosius against Eugene. Theodosius was rejected and Eugenio thought the battle was over. In the field of Theodosius day loss decreased morale. It is said that Theodosius was visited by two "heavenly riders all dressed in white" who gave him encouragement. The next day, the battle began again and Theodosius forces were helped by a natural phenomenon known as the Bora, which produces cyclonic winds. The Bora blew directly against the forces of Eugene and broke the line.
Eugene Field was taken by assault and Eugene was captured and executed shortly after. Thus Theodosius became the only emperor.
